Climate forum results – 2017

In late August the International support center officers participated in the Climate forum of Russian cities -2017 held in the Manezh riding house (Moscow). For 2 days specialists discussed results of climate change how to cope it and reduce risks to minimum. Business and awareness raising programs were conducted at the forum around 300 contributors presented their papers, 16 countries and 36 Russian regions participated..

Key objective of the event – development of proposals taking into consideration international and Russian experience to raise climate regulation efficiency and reduce greenhouse gas emissions and increase energy efficiency.

VNIILM officers presented 3 papers for consideration and discussion. A.Philipchuk deputy director for research in his “Rise of the Russian Federation forest productivity” discussed possible resources forest vegetation carbon effect build-up. In particular wildfire prevention enables provision of additional CO2 capture  ~ 40-80 million ton of С/year; reduction of clear cut area and shift to selective cuts can enable forest capture of around 20 million ton of С/year, and establishment of 1 million ha of forest plantations of fast growing tree species in degraded agricultural lands can enable carbon capture amounting to  ~10 million ton of С/year.

On another forum day A,Philipchuk in his “Problems of carbon balance assessment by forest ecosystems” paper at the “Science and climate” plenary session proposed to identify Russian national interests to assess all risks related to the Paris Agreement ratification, review the terminology and procedure of forest carbon balance assessment, study an opportunity of new basic data application (SFI, RS and others) and provide free access to basic data before ratification of the Paris Climate Agreement.     
The VNIILM international support center manager M.Palenova presented her “Scenario modeling of forest biocenosis dynamics with regard to economic factors” paper (co-authored with S.Chumachenko and I.Karakchieva). Program package for modeling of forest tracts dynamics in coniferous broad leaved forest zone in south and mid-taiga was presented  – FORRUS-S specified in the paper will enable consideration of environmental, economic and social factors. The point of timber resource profit economic calculation for a forest subcompartment integrated in this package is in estimation of expected income value and its comparison both in forest management operation planning and this operation implementation for results assessment. It was suggested to undertake management decision making support information system development primarily strategic ones for 50-100 year perspective. Key step in this system should be a model to forecast economic, environmental and social impacts of this or another forest management scenario.   

The most discussed Climate forum event was the “Block chain in economy, ecology and energy of smart cities”  panel session. Over 400 persons visited it who first in the world learned specifics of smart energy networks, carbon market and green bond management with block chain and smart contracts. Working group leader of the program to develop the Paris climate agreement sustainable development mechanism of the UN CCFC G.Hedge highlighted prospects of block chain technology application in implementation of the Paris agreement article 6. In his presentation he focused on Russian proposals.   

Russian cities Climate forum results are planned as a background to develop proposals to consider international and regional experience to raise climate regulation efficiency, reduce greenhouse emissions, improve environmental monitoring, develop  updated territorial infrastructure targeted to maintain climatic and environmental stability.
